Bolles Hill Road Bridge replacement Approved by Albany.

Albany reviewed and approved the Town of Owego/Little Meadows Shared Services Agreement – Bridge replacement work to begin Monday April 26, 2010.
Road to be closed Monday, construction estimated to take a day or two.

4-20-2010 Town of Owego Meeting Summary
Mark Clark (Highway Superintendent) discussed the current status of preparation and he is ready to proceed with the bridge removal and replacement. He has the replacement pipe located and its ready for delivery. He also talked about various alternates available to him and the board basically told him to stick with the original plan as signed, but gave him the flexibility in how to accomplish the job.
Judy Quigley Town of Owego attorney confirmed that she got the last required paperwork from Charlie Fahringer (Little Meadows) and processed it by sending to Albany for final approval.
Judy needs to get Albany’s approval and then can let Mark Clark Highway Superintendent begin the construction.
Judy Quigley said that she would call on Wednesday to follow up with the Albany to expedite the approval and seems relatively confident that the approval would be granted in the next day or two.
I’ll contact Mark Clark on Wednesday to check to see if he’s gotten approval from Judy Quigley.

Here’s the latest bridge status.
Talked with Charlie Fahringer (Little Meadows) today.
Last Friday he got the final remaining piece of paper work to Judy Quigley Town of Owego attorney.
He is hoping that Owego can now get it processed.
Judy needs to get Albany’s approval and then can let Mark Clark Highway Superintendent to begin the construction.
I think it’s important to attend the meeting tomorrow if possible, to show our support and encourage our officials that were still behind this.
Just checked – not officially on the agenda but can speak at Privilege of the floor either 1st or 2nd.

Little Meadows Meeting minutes - Bolles Hill Road
Peter Mengak DEP PA - Environmental Protection Compliance - wrote a letter to Little Meadows stating that the DEP wanted the pipes removed by the end of April 2010 or legal action will be started against the Borough.
The Borough council stated that they will comply with the order.
Charlie Fahringer has the Shared Services Agreement in final form and has delivered to Town Of Owego for their review - then the two parties will meet and sign the agreement. April 14-16th was favorable dates to council.
Charlie stated that he continues to have communication issues with Town of Owego responding to his phone calls and that the attitude is that the project is low priority.
A Little Meadows board member volunteered to attend the Town of Owego meeting - Tuesday April 6, 2010 to explain the situation.
The council stated that their hands are tied and Town of Owego needs to sign the SSA and schedule the pipes replacement as soon as possible to minimize the impact to the residents of Bolles Hill Road.
